Pretty clear, wasn't he? This clear attempt at an abuse of power by the administration and its Congressional supporters is nauseating.

Why can't the Dems relay one simple fact?
FISA still exists. The gov't can still go around and wiretap anyone they choose and they have 72 hours from the start to actually apply for a warrant.
The act just exempted the feds from asking for a warrant when they're tapping a foreign communication.
As for the FISA court, out of thousands of warranty that have been applied for, only a handful (less than 15) were denied.
