  6. Umm the "Out & About" people can surely sue or have charges laid against the staffer if the magazine/paper contained advertising. That there is no price on the publication for the readership does not mean the publication has no value!

    Just as Facebook is "FREE" there have always been services that present themselves as free but where, we the readers/users, as numbers and suppliers of information, are the price we pay for use of that product or service.

    Taking a free paper purely with the intention of destruction and/or to prohibit being distributed in its intended fashion is surely considered theft and causing potential hardship for the publication.
