It really does work in spots. I bet a lot of songs would. The Jack & Diane instrumental bit really is one of the most instantly-recognizable, ear-candiest riffs ever.

It would've been pretty good without the auto-tuned Akon (or whoever that is). I'm REALLY not a fan of rappers who get the auto-tune treatment as a cure for not being able to sing. I prefer the old days when people who couldn't sing or play an instrument really well didn't get multi-million dollar music contracts.

To add to my comment above, reform efforts at the legislative level might not fare so well now, but a court challenge might be the impetus for change.
