UPDATES: Dealmaking Continues on 'DADT' Vote
Senator Lisa Murkowski (R-AK) announced this afternoon that she supports repeal of 'DADT' in a statement that read, in part:
“After reviewing the DOD report and the testimony before the Senate Armed Services Committee by Defense Secretary Gates and Chairman of the Joint Chiefs of Staff Admiral Mullen, I have concluded that it is time to repeal the ‘Don’t Ask, Don’t Tell’ law. We expect all who serve to serve with integrity, but under current law gay and lesbian service members may speak about their sexual orientation only at the risk of being discharged from performing the duties they have trained hard to carry out. America is the loser when it denies those who are willing to make the great sacrifices demanded of our men and women in uniform the opportunity do so on grounds of sexual orientation. I agree with Defense Secretary Gates’ view that the military can successfully implement a repeal of the ‘Don’t Ask, Don’t Tell’ law provided that proper preparations are implemented."
Murkowski said that her vote hinges on a GOP agreement on the amendment process.
“However, my support for moving the Defense Authorization bill forward, which includes a repeal of the Don’t Ask, Don’t Tell policy, will depend on whether the majority allows for an open and fair amendment process. This is a weighty, policy-laden bill that normally takes several weeks to debate and amend. If the majority attempts to push it through allowing little or no debate or votes on amendments, I will be inclined to oppose those efforts.”
A vote from Murkowski places the 60-vote threshold within reach.
Earlier this afternoon, Harry Reid emerged from a Democratic caucus meeting saying he intended to bargain with Senator Susan Collins (see earlier post) with a 15 amendment deal. Whether that will happen remains to be seen. Indications are that negotiations are ongoing.

Added Reid late this afternoon on the Senate floor: "I am working with Senator Collins, Senator Lieberman, Senator Levin & others to try and come up with some way to move forward on the defense bill, but, we'll see if that can be done."
UPDATE: The Washington Post's Jonathan Capehart adds:
"Sen. Susan Collins (R-Maine) told me that she is fine with Senate Majority Leader Harry Reid's (D-Nev.) offer of 15 amendments -- 10 for Republicans and 5 for Democrats. The only question is the time allotted to debate them. Contrary to the ham-handed efforts by Reid staffers to throw Collins under the bus, she is not demanding unlimited debate time. What she wants is a 'reasonable' amount of time. She'd be fine if Reid were to allow, say, two hours of debate (one hour for Democrats and one hour for Republicans) for each amendment. Collins told me that the time issue is important to her because she is 'trying to make sure the rights of the minority are protected.' Ain't nothing wrong with that in my view at this late hour."

Reid won't put the bill on the floor without Collins's approval. That was 2 hours ago when that went on the news. I would think that we would need to get an official word from Collins on reaching a consensus.

This is just theatre. The Republicans aren't going to allow this to pass in the lame duck session. Anti-gay is their cash cow and the Dems have blown it.
If it does pass though, the shock might make me turn straight. Yuck!

Guys, why are you getting excited? Collins/Murkowski etc. are saying "we support repeal if we get several weeks of debate for an open amendment process." There aren't several weeks left in this Senate. The time just isn't there to satisfy the Murkowski/Collins condition precedent for their support of a repeal. They want this to bleed into the next Senate -- that way, they can appease their moderate supporters ("hey, we tried!"), but the mainstream GOP has the votes to filibuster despite them. They get their cake and eat it too.
Hey ladies, if you support equal rights, don't hide behind procedure.

So apparently they want 30 hours of debate. That's a lot, but Reid could always say, "OK you'll get your 30 hours if you want to stay through Christmas." That ought to get them reducing the request.

They want the 15 amendments with 2 hours per each, which is what Reid is going to give them. He's even willing to give them 4 for some. I really think this is going to happen.

I'm confused about the possible subtantive impact of the 10 GOP amendments. Couldn't any of these strip DADT repeal from the defense bill, or at least water it down somehow? In other words, are Murkowski and Collins promising to vote against any amendment that would alter the DADT repeal provision within the defense bill?

What a childish position. It's not like the potential GOP amendments are unknown. They've been discussing them -- and the Dem majority have rejected them -- for months.
The GOP amendments will be POISON. They will be about three things: limiting abortion, limiting gay rights, increasing already bloated spending on unnecessary weapons systems.
The GOP goal is to use the amendment process to fracture the Democratic base and set us against one another. You just watch. If Reid agrees, we'll get a DADT repeal with all sorts of GOP-imposed restrictions (no pension rights EVER, a restatement of DOMA, no gay combat troops, bans on anti-discrimination training that "offends" religious beliefs) and other social conservative goals (no abortion services at military hospitals, for example).

If it were a real debate, that would be great, but the so-called "debates" on the Senate floor are a waste of time. No one ever listens to anyone else. The other Senators are usually not even present when someone is speaking.

ARRRGHH this is so insulting! Why do these Senators go up in their cushy offices every day and feel as if equality of Americans is up for discussion? Let alone after generations of injustice! OH MY GOD FIX THIS COUNTRY'S INSTITUTIONAL ATTACKS ON ITS OWN PEOPLE.
And what in the world are Republicans good for? Being privileged? Embarrassing our country in front of the rest of the world? Promoting ignorance? Staying stupid? Being evil? AUGH I wish more people would rant away and express the stuff that gays can't yell to those on Capitol Hill directly.

Agree with Scott and BobN. All those here who've been drooling over Brown, Collins and Murkowski are really uninformed about what their statements mean. Conservative (and homophobic)Dem Mark Pryor made clear this morning that not only will he vote for repeal but, far more significantly (since we already easily have over 50 votes for repeal), he will vote for cloture to stop any filibuster. Brown, Murkowski and Collins still could vote for cloture but none has yet committed to do so, so, as Scott observed, it could very well be that all Brown, who has twice this year already voted to block repeal, is doing is protecting his own political self-interest in advance of his 2012 re-election campaign in a very blue state by expressing his support (wink wink) for repeal. That support will mean absolutely nothing (to all but the most gullible here) unless he actually stands up to McConnell and McCain and refuses to join in the certain attemtped filibuster.
In the meantime, Jonathan Capehart needs to remove his lips from Susan Collins' butt long enough to recognize that, as she's announced this evening, she's conditioned her support for cloture on this issue even further by announcing that tax cuts for billionaires must be approved before she'll sign on. There you have Log Cabin poster girl Susan Collins, that great "moderate" champion of LGBT rights who just coincidentally has accomplished almost nothing ever for our community (including during the fight over Prop 1 in her state last year) and who apparently views it as a higher priority to "make sure the rights of the minority[, as in Republican senators and billionaires,] are protected" than to make sure the rights of the minority, as in LGBGT people, are protected.

The Democrats have the 50 votes + Biden needed to squash any attempt to restore DADT during the amendment process. What they lack are the 60 votes to invoke cloture on the authorization bill itself.
Remember, the repeal language is already in there. This whole fight is really just a proxy for the real battle. The Republicans know the Democrats desperately need a legislative victory. So, Susan Collins and company hold DADT hostage until Harry Reid agrees to give them an up or down vote on their amendments.
And why do they want more amendments?
What's the point of having more amendments?
Because it inevitably means more money for their friends. They will have a symbolic vote to reinstate DADT - which will fail - to humor old man McCain and then the other 14 amendments will be all pork. The Democrats sitting on the fence will get their turn too. It will allow them to load the defense bill with lots of pet projects for their states. Shipbuilders getting contracts for unnecessary warships that the Navy didn't even ask for and so forth.

I'm sure the amendments will involve typical Republican tactics, such as the blackmail and hostage-taking in the recent compromise with Obama. It should be repealed, plain and simple, but you can knock me over with a feather if that happens.
