Bangladesh Refuses to Decriminalize Homosexuality

Bangladesh has rejected a UN recommendation to decriminalize homosexuality, angering gay rights activists in the country, The Independent reports:

BangladeshThe reaction followed a session of the United Nations Human Rights Council’s Universal Periodic Review (UPR) in Geneva on Friday, where Bangladesh accepted 164 of a total 196 recommendations made by the body.

Among the measures rejected was a recommendation to abolish Section 377 of the national penal code which criminalises consensual same-sex relationships.

According to a UN summary of the UPR meeting, Abdul Hannan, Permanent Representative of Bangladesh to the UN Office at Geneva, told the council that his country could not accept recommendations that conflicted with “constitutional and legal provisions” or “socio-cultural values of the country”.

India and Nepal, whose laws criminalizing sodomy were also a relic of British colonialism, have both repealed their laws.

  1. All that British buggery must have really traumatized them.

  3. Well, bully for you, feisty little Bangladesh! Heaven forbid your socio-cultural values should be compromised by meddlesome Western civilization. Just don't come crying to me when you run out of aid dollars. I find I'm suddenly out of Taka ...

  4. Such a poor country in so many ways. And still they stick to whatever they think they are sticking to. Sadly the rising sea levels will make the issue abstract in the next decades.

  9. "The third world is such for so many reasons. This is one."

One big reason: colonization. Andy astutely notes in this post that these laws are relics of British rule. Post-colonialism is a messy, complicated set of issues to be sure, and pinning blame isn't going to help save queer lives, but your comment seems to suggest that third world countries are simply and inherently inferior. History tells a different story.

  10. This is very sad for the LGBT community in Bangladesh. What's also sad, however, is the racism and xenophobia expressed by commenters above. Geez.

  11. Adama:
Her bigger neighbor, India and Hong Kong, also former colonies, have decriminalized homosexuality. Singapore and Malaysia still have the law on the book. There must be some other reasons at work.

Why do I ever read the comments? On any website? It is beyond depressing.

  14. To Adama: Absolutely not. My comment simply had to do with enlightenment - that's all. Religion bothers me greatly...and blind faith, but that happens everywhere. "There are none so blind..." Mankind cannot survive in an "us against them" climate.

  15. "The third world is such for so many reasons. This is one."

    "One big reason: colonization."

Who colonized whom? Obviously one was comparatively backward or "under-developed" vis-a-vis the other right from the start of their interaction.

  17. some of you make it sound as if colonialism is a recent white anglo thing. its a practice thats as old as history. really, its one country taking over and setting up shop in another. its just that britain, france and spain, amongst others, were the last to do so in any significant scale. countries colonized prior to that have had some time to recover and adapt. on the scale of history, the colonaliation of bangladesh is like... yesterday. it has suffered the kind of damage that takes many generations to rebuild. however for example, i suspect europe would not be what it is today had groups not taken over others, adapted, created new cultures and continued the cycle...

  24. Every culture's f.cked up JMC. The Brits were only less so with generally far better and more humane skills and standards than all the rest. And that's the truth.
Do any cross-cultural comparison. Imagine a world conquered and colonized by the Muslims, the Chinese or the Africans. Three-quarters of us would be murdered over religion, superstition because of an Emperors irrational fiat. If you're too ignorant to connect the dots shut up.
