Yes, cows can have horns.....we had many when I was a kid growing up on a farm in Oregon..

I should probably been a little more clear in my previous post. All cattle (male and female) can, and do, have horns. In fact we performed a procedure on the young calves to prevent the growth of their horns. We used a medical topical solution and not a saw or other dehorning implements.
